In the editorial board of journal Pravnik, we strive to ensure that different areas of law are represented in individual issues of the magazine, while at the same time, the criteria for publication in an individual issue is also the topicality of the discussed topic.

Vida Šibenik – in memoriam (1944–2020)

The text is an in memoriam for Vida Šibenik (1944–2020), a long years ma- nager of the GV Publishing House Ltd. and the main organiser of the annual Days of the Slovenian Jurists event. In addition, throughout her career, Mrs. Šibenik held official positions in various law societies.

Poet (Lawyer), You Know your Due?

When confronted with the brutal aggression against Ukraine and numerous similar attacks on human and national integrity in many countries around the world, including the Balkans, the author asks what Slovenian lawyers can and must do for the survival of Slovenians at home and abroad, each for himself and all together. Are we truly capable of uniting only in the most critical times for the survival of the Slovenian nation, and even then, we witnessed a split, the consequences of which continue to be traumatic even today? Will we re- cognise and be able to overcome the historical divisions between liberals and conservatives on critical social concerns, such as the continual respect and enforcement of constitutionality and legality in the work of all state bodies and public authority holders? Will we apply the essential tenets of the welfare state with respect to the health of all citizens, their education, and housing in a much more consistent manner?

Historic Meeting of Slovenian Lawyers in Trieste on the Return of the National House to the Ownership of the Slovenian National Community

On 13 April 2024, lawyers from Slovenia, Carinthia, and Friuli-Venezia Giulia
convened at Narodni Dom in Trieste to solemnly commemorate the historic
return of Narodni Dom to the Slovenian minority in Italy. This event followed
the contract signed on 28 March 2022 between Narodni Dom Foundation and
the University of Trieste in the presence of the presidents of both countries,
Sergio Mattarella of Italy and Borut Pahor of Slovenia. The President of the
Association of Jurists of Slovenia Dr Miha Juhart and the president of the Association
of Societies for Economic Law Dr Etelka Korpič Horvat presented a
special certificate of appreciation to Rado Race, President of the Foundation,
acknowledging his prolonged efforts to secure the return of Narodni Dom to
the Slovenian minority in Italy. During the working session of the meeting,
Marko Jarc, Rudi Vouk, and Atilla Kovács discussed the implementation of
international legal obligations and national legislation concerning the legal
status of the Slovenian minority in Italy, Austria, and Hungary at the round
table discussion.

Round Table on the 70th Anniversary of the Austrian State Treaty (AST) and its Article 7: The Rights of Our Minorities Are Being Violated, and Politicians Are Responsible for Change

On 8 May 2025, the Faculty of Law of the University of Ljubljana hosted a round table organised by the Association of Jurists’ Societies of Slovenia (ZDPS) and the Society for International Law for Slovenia, at the initiative of the ZDPS Legal Forum for Minorities. The event marked the 70th anniversary of the State Treaty on the Re-establishment of an Independent and Democratic Austria (AST) and, in particular, examined Article 7, which defines the rights of the Slovenian national community in Austrian Carinthia and Styria. Alongside the ZDPS President, Miha Juhart, PhD, and the Secretary of the Legal Forum for Minorities, Franci Gerbec, the panel comprised Vasilka Sancin, PhD, Lojze Ude, PhD, Rudi Vouk, mag. iur., Marco Jarc, and Attila Kovács, PhD. At the close of discussion, the participants adopted a statement proposing the creation of an institutionalised, permanent and constructive dialogue between the governments of the Republic of Slovenia and the Republic of Austria. This dialogue would include representatives of the autochthonous Slovenian minority in Austrian Carinthia and Styria, the governments of the relevant Austrian Länder, and experts from both countries. Its purpose would be to devise mechanisms and measures to ensure Austria’s full compliance with the AST— particularly Article 7, which guarantees the rights of the Slovenian minority in Austrian Carinthia and Styria. Slovenian jurists have expressed their readiness to assist in this endeavour, including through structured co-operation with their Austrian colleagues at all appropriate levels.
